Bouché described Cecidomyia salicis in
1834, and Fitch described Cecidomyia salicis in 1845.
Bouché´s name and Fitch´s name are primary homonyms,
thus Fitch´s name is permanently invalid (valid name Rhabdophaga
rigidae). When Tipula salicis Schrank, 1803 was transferred to
Cecidomyia
Schrank´s name and Bouché´s name became secondary
homonyms. Thus, Bouché´s name has been replaced by Loew
with the name Cecidomyia boucheana. However, currently the two taxa are
not considered to be congeneric, and Loew´s replacement name is
not currently in use. Thus I agree with Gagné (2004) that the
name of the
junior secondary homonym has to be reinstated according to Article 59.3
of the Code and the valid name of this species is therefore Winnertzia
salicis.
