Note: The original species epithet is a latinized composite greek noun. While the first part "ochro-" is greek for "pale", the second part "-cera" is the latinized form of "keras" (greek for "horn").
According to Article 31.2.1. of the Code simple or compound latinized nouns need not agree in gender with the genus name. Thus, a case could be made for a valid spelling "Platypalpus ochrocera".

On the other hand, Collin obviously intended to use the word as a declinable word adjusted to the gender of the genus Tachydromia. This suggests that Collin intended to use the word as a Roman agnomen (= sobriquet, additional descriptive name). These agnomina are nouns as well, but were adjusted in gender to the person they described (e.g. "Julius Nigrinus", but "Julia Nigrina"). Thus, I suggest that the word "ochrocera" is not a noun in apposition in the sense of Article 31.2.1. of the Code and the gender must therefore agree with the genus name; the correct form is therefore "ochrocerus", not "ochrocera".
