The identity of fraxinana is controversial: Hannemann (1961) has placed it in the synonymy of Pammene albuginana, but Komai (1999) placed it in the synonymy of the present species. The taxon fraxinana has been described twice, which is explained in the introduction of Peyerimhoff (1871): Peyerimhoff had prepared a manuscript containing the original descriptions of several species, but because of the Franco-Prussian-War (1870-1871) the publication of that manuscript was delayed. He therefore sent a quick note with the original descriptions to the Swiss Entomological Society that published the note in their "Mittheilungen" in 1871. After the war, Peyerimhoff presented his work to the Societe Entomologique de France on October 25, 1871 that published them in their "Annales" in 1872.
